The European Parliament adopted a report on the Union for the Mediterranean for opening it up to countries not involved in the partnership. The EuroMeSCo network of independent research institutes and university centres has published three more papers online. In Paper 72 a new model for Euro-Israeli cooperation is critically outlined, Paper 73 analyses Moroccan views of Western democracy promotion efforts, particularly in terms of their legitimacy and credibility, and Paper 74 considers the impact of the democratisation process on the fragility of Middle Eastern states, using Lebanon and Palestine as case studies.

EU Foreign Ministers on the Mediterranean
During the Council Meeting on 8th and 9th November 2008, EU Foreign Ministers signed the declaration "Strengthening of the European Union's bilateral relations with its Mediterranean partners". The document contains several guidelines for strengthening the political dialogue structures with Israel. It also underlines progress on reinforcing bilateral cooperation with all Mediterranean countries.

Successful GO-EuroMed Conference in Brussels
The GO-EuroMed consortium conducted its final conference in Brussels on 27.-28. November 2008. The 7th Euro-Mediterranean Conference of Ministers for Industry will take place on November 5th-6th 2008. Ministers will approve the industrial cooperation work programme for 2009 and 2010. The key issues to be discussed are competitiveness, innovation and sustainable development.

Euro-Med Foreign Ministers Meeting in Marseille
The Euro-Med Foreign Ministers Meeting will take place in Marseille on November 3rd-4th 2008. Ministers will adopt the 2009 work programme for the Barcelona Process: Union for the Mediterranean at the meeting. Sectoral meetings set to take place next year should fully reflect the emphasis placed on implementing concrete projects in the six areas identified at the 13 July summit, and projects of which the ministers will conduct an initial review.

Prof. Alfred Tovias in JMC Berlin
On 18th July 2008, Prof. Dr. Alfred Tovias from the Leonard Davis Institute for International Relations at the Hebrew University of Jerusalem, held a Lecture at the JMC Berlin on the Union for the Mediterranean. Prof. Tovias underlined the key role of non-Mediterranean countries (particularly Germany and Sweden) in shaping the Barcelona process. He also stressed the meaningful achievements of the Euro-Mediterranean Partnership and the large scope for further cooperation. His co-authored paper can be downloaded here.

EC and Egypt agreement on agriculture
The EC and Egypt have reached an agreement to liberalise trade in Agricultural and Fishery Products. will form the basis of a future agreement, subject to completion of both sides' internal procedures. The agreement will give the EU free and immediate access to the Egyptian market for around 90 percent of agriculture and fisheries exports.

Warsaw based think tank CASE
The Warsaw based think tank CASE (Center for Social and Economic Research) organises on March 23-24 2007 in Kiev, Ukraine, a conference entitled "Winds of Change - The Impact of Globalization on Europe and Asia". Keynote speeches will be held by Alan Gelb (World Bank) on "economic development of Africa" and by Martin Wolf (Financial Times) on "the challenges and risks of globalization".

EuroMeSCo Research Reports 2005-2006
EuroMeSCo publishes the first series of research reports that were drafted in the framework of its research programme 2005-2006. In the next weeks, EuroMeSCo will gradually publish all other reports in both English and French that were drafted under its research programme.

The two resolutions adopted by the European Parliament during its plenary session last week on the European Neighbourhood and Partnership Instrument (ENPI) and the Union for the Mediterranean (UfM) are now available online.<

EP adopts report on the Union for the Mediterranean
The European Parliament adopted a report on the Union for the Mediterranean for opening it up to countries not involved in the partnership. This "increases the likelihood of establishing parity in relations between the EU and the Mediterranean partner countries and of tackling the problems of the region in a comprehensive way".

News EuroMeSCo Papers available
The EuroMeSCo network of independent research institutes and university centres has published three more papers online. In Paper 72 a new model for Euro-Israeli cooperation is critically outlined, Paper 73 analyses Moroccan views of Western democracy promotion efforts, particularly in terms of their legitimacy and credibility, and Paper 74 considers the impact of the democratisation process on the fragility of Middle Eastern states, using Lebanon and Palestine as case studies.

EU Troika meetings in Israel and Jordan
The EU Troika headed by the President of the EU Council and Minister of Foreign Affairs of the Czech Republic Karel Schwarzenberg met Israeli, Palestinian and Jordan leaders on 5 and 6 January, was headed for Jordan.
