„GO-EuroMed“ - internationales Forschungsprojekt zur EU-Mittelmeerpolitik
Seit über einem Jahrzehnt verfolgt die EU im Rahmen des Barcelona-Prozess eine multilaterale
Nachbarschaftspolitik gegenüber ihren Nachbarn des südlichen Mittelmeerraums. Wesentliche Erfolge
dieser Euro-Mediterranen Partnerschaft sind bis heute jedoch ausgeblieben.
Soziale, wirtschaftliche und (geo-)politische Krisen sind nach wie vor ein Kennzeichen der
Region der südlichen EU-Nachbarschaft.
Das Jean Monnet Centre of Excellence
am Fachbereich Politik- und Sozialwissenschaften der Freien Universität Berlin hat ein
internationales Forschungsprojekt initiiert, um ein tiefer gehendes Verständnis von
polit-ökonomischen Prozessen, zukünftigen Herausforderungen sowie den relevanten Akteuren in der
Euro-Mediterranen Partnerschaft zu gewinnen. Unter dem Namen "GO-EuroMed: The Political Economy of
Governance in the Euro-Mediterranean Partnership" wird das Jean Monnet Centre of Excellence
über einen Zeitraum von drei Jahren ein euro-mediterranes Konsortium leiten, das das komplexe
Spannungsfeld politischer und ökonomischer Entwicklungen in der Region wissenschaftlich
untersuchen wird. Ökonomen, Politikwissenschaftler und Juristen aus Polen, Frankreich, Spanien, der Türkei,
Jordanien, Ägypten, Libanon und Tunesien sind an dem Projekt beteiligt.
Das GO-EuroMed Projekt ist in drei Forschungsphasen unterteilt. In der ersten Phase, die mit
Ende des letzten Jahres abgelaufen ist, untersuchen die beteiligten Wissenschaftler das
institutionelle Gefüge der Euro-Mediterranen Partnerschaft. Im ersten Jahr standen die
Bereiche Handel, Investitionen, Arbeitsmärkte, Migration, Verhandlungsprozesse sowie die
sicherheitspolitische und sozio-kulturelle Zusammenarbeit im Zentrum der Analyse. In der zweiten
Forschungsphase wird das GO-EuroMed Konsortium die wesentlichen Herausforderungen der kommenden
Jahre identifizieren und bewerten. In einer dritten und letzten Phase werden schließlich die
institutionellen Möglichkeiten auf nationaler, bilateraler und multilateraler Ebene zur
Bewältigung von diesen gegenwärtigen und zukünftigen Herausforderungen untersucht.
Das GO-EuroMed wird mit 1,2 Millionen Euro aus dem sechsten Rahmenprogramm der Europäischen
Union gefördert.
